On the initiative of the Durmitor Initiative Club of Councilors, today, the Municipality Assembly (SO) Žabljak will discuss a moratorium on construction. This is expected to be a significant step by the local parliament in the fight against uncontrolled construction. The initiators argue that the changes that have occurred in the territory of the Žabljak Municipality in the previous period seriously jeopardize the further development of the urban settlement in the context of the sustainability of local infrastructure and the architectural appearance of Žabljak, as a mountain center in Montenegro.
According to the proposers, the decision on the need for a construction ban within the Spatial Planning Documentation should be valid until the adoption of the Spatial Urban Plan of the Žabljak Municipality. It also applies to the ban on construction until the amendments and supplements to the existing Detailed Urban Plans (DUPs), Urban Plans, and Location Studies applied in the Žabljak Municipality.
“The procedure for amending the existing spatial planning documentation would eliminate the obvious bad practice of construction, resulting in the devastation and disruption of the space,” says the explanation of the Decision.
In the Initiative, signed by councilors Tanasije Zorić, Dejan Bojović, Goran Radojević, Ana Vemić, Božidar Kasalica, and Vukoman Lalović, it is stated that the previous uncontrolled changes in the territory of the Žabljak Municipality significantly question the further sustainability of the communal infrastructure system, and consequently, the survival of the city as a populated place and Žabljak as a tourist destination.
“Furthermore, through the development of planning documentation, by clearly defining the rules of construction and materialization of objects, we intend to influence the creation of an authentic environment in line with the traditional architecture of the Durmitor region. The intensity and scale of illegal construction are a serious threat to the permanent disruption and devastation of space, as an unrenewable resource, on whose authenticity the tourist attractiveness and economic activity of the area are based. We demand from the Government of Montenegro to prevent these occurrences more efficiently and promptly by applying legal regulations and inspection control, contributing to the protection of space and the environment in Žabljak,” the Initiative states, which will be presented to the councilors today.
