The cooperation agreement in tourism and real estate development between the Government of Montenegro and the Government of the United Arab Emirates (UAE) cannot be altered in Parliament, as the Government has already signed it with the UAE Government. Parliament’s role is to pass a law confirming the already signed agreement, stated Boris Mugoša, a member of the Social Democrats (SD).
Mugoša made this statement on X (formerly Twitter) in response to “manipulations by certain members of the majority suggesting that the problematic agreement on tourism and real estate development between the Government of Montenegro and the UAE Government could be amended in some sections through parliamentary debate.”
“The agreement cannot be altered in Parliament because the Government of Montenegro has already signed it with the UAE Government. Parliament only passes a law confirming the already signed agreement, which has three sections: the first confirms the agreement between the Government of Montenegro and the UAE Government signed on March 28; the second contains the text of the agreement; and the third stipulates that the agreement comes into effect on the eighth day after its publication in the Official Gazette of Montenegro,” Mugoša said.
He believes that by being passed in Parliament, the law (agreement) would take precedence over domestic legislation and would be directly applicable when it conflicts with internal laws.
