Montenegrin President Jakov Milatović has signed the law ratifying the Cooperation Agreement on Tourism and Real Estate Development between Montenegro and the United Arab Emirates, despite previously returning it with objections.
Milatović expressed regret that, despite his clear legal arguments, the ruling majority in Parliament re-approved the agreement on June 3, prioritizing political interests over citizens’ concerns.
He emphasized that the agreement, in its current form, is legally and politically harmful to Montenegro. It contradicts the Constitution and domestic laws by suspending key regulations on public procurement, state property, and competition protection.
Numerous legal experts, civil society representatives, international organizations, and the European Commission have highlighted these issues.
The agreement undermines the legal framework meant to ensure public interest protection, transparency, and equal treatment of investors, potentially enabling non-transparent deals with long-term negative effects on the country.
Milatović warned that those who voted to adopt the agreement will be held accountable for its consequences. He reaffirmed his commitment to defending the constitutional order, public interest, and citizens’ rights regarding Montenegro’s strategic decisions.
