The Tenants’ Association “Moj dom” is preparing to submit an official initiative for the adoption of a law on tenant rights in Montenegro. The goal is to establish clear and effective regulations to protect tenants and bring fairness and transparency to the rental housing market.
The initiative will be sent to the Ministry of Spatial Planning, Urbanism and State Property, the Parliament of Montenegro, relevant parliamentary committees, and the Ombudsman.
The Association called on institutions, lawmakers, the media, and the public to support the initiative and work together toward a legal framework that ensures a dignified life for tenants.
They expressed concern over the current rental market, where, in many cases, prices are set arbitrarily, agreements are informal or nonexistent, and tenants are evicted without protection. They argue that this situation is caused by a lack of proper legal regulation, weak institutional oversight, and the dominance of an unregulated and informal rental sector.
The Association emphasized the urgent need for systemic change, stating that thousands of citizens in Montenegro currently lack basic housing security and legal protection. They urged decision-makers to address the issue realistically and without delay.
