Cyprus-based K.D.P. project blocked at former Skočiđevojka military base

Cyprus-based company K.D.P. Promotion and Investments Limited cannot start its planned luxury tourist complex on the site of the former military base at Skočiđevojka near Reževići. The one-year construction ban was imposed by the Directorate for the Protection of Cultural Heritage to evaluate the cultural value of the site. During this period, a professional team conducted field inspections and archival research and prepared a report on the cultural significance of the former coastal artillery battery.

The company previously received approval from the state chief architect for a revised project, which included a five-star hotel with six depandances, totaling 349 units and 724 beds. The project reduced the hotel’s height and maintained the maximum allowed building area. Residents of the area and local authorities have opposed the project, citing cultural and urban concerns.

The former military base is blocked due to unpaid taxes owed by the company, with the Tax Administration and the Municipality of Budva placing liens on the property totaling approximately 880,000 euros. The project has also caused political tensions within local parties.

Recently, the Administrative Court ruled in favor of the Reževići local community, overturning a previous decision that had prevented the community from participating in the approval process of the project. The court decision highlighted delays in administrative procedures and emphasized the importance of timely resolution to prevent irreparable damage to public interests.
