Selection of designer for Bar’s €20M National Aquatic Center set for next week

The Municipality of Bar will select the designer for the main project of the Olympic swimming pool — part of the planned National Aquatic Center — by next week, with construction expected to begin in the second half of 2026.

The tender for project and technical documentation, worth €274,760, received three bids. The evaluation process is complete, and the final decision on the winning bidder will be announced soon. The main project must be completed within 6–9 months of contract signing.

Once the designer is chosen, the municipality will quickly hire a project reviewer so that the review process runs in parallel with project development, aiming to launch the construction tender immediately after approval.

The National Aquatic Center is expected to cost over €20 million, with funding provided by Montenegro’s 2025 state budget. The Municipality of Bar has also committed to co-financing if needed.

Located in the Topolica III zone next to the Sports Hall, the complex will cover over 18,000 m² and feature an Olympic pool, training pool, outdoor pool, compensation pool, and a foot-disinfection pool. Additional facilities will include shops, restaurants, spectator and service entrances, accessibility features, changing rooms, storage areas, ticket offices, and restrooms.

The winning conceptual design, selected in July 2024, was awarded to Podgorica’s BIRO 81000, with a €20,000 prize.
