The NGO Action for Social Justice (ASP) has submitted multiple initiatives to the Anti-Corruption Agency (ASK) to investigate potential public interest violations in several transport administration tenders worth over 60 million euros.
The tenders in question include major projects such as the construction of Vojislavljević Street in Podgorica, reconstruction of regional roads Ostros–Vladimir and Rijeka Crnojevića–Donji Ulići, rehabilitation of Kruče Bridge, and other key infrastructure works.
ASP highlights that certain contractual provisions, such as extensions of project deadlines due to “exceptionally bad weather” or “changes to revised main designs,” may be overly broad and allow arbitrary interpretations. In practice, these clauses often lead to increased project costs, sometimes by millions of euros.
The organization also points out that some initial project designs were known to be flawed before tenders were awarded, yet contracts proceeded, leading to subsequent modifications and cost increases. ASP raises concerns that this may represent a systematic way of diverting additional public funds, while project firms responsible for the original designs face little accountability.
The initiative calls on ASK to determine whether these contractual clauses constitute hidden corrupt practices and to assess potential misuse of public funds in the execution of these infrastructure projects.
