Montenegro and OECD launch spending review project to improve public finance management

The Ministry of Finance, in cooperation with the Organisation for Economic Co-operation and Development (OECD), has launched the implementation of a new spending review tool aimed at strengthening fiscal discipline, transparency, and efficiency in public finances.

The project marks an important step toward modernizing Montenegro’s budget practices in line with international standards and OECD recommendations. OECD advised a gradual introduction of the tool, beginning with a pilot analysis in a sector with significant fiscal impact and reliable data availability.

During two days of meetings, Ministry officials and OECD experts discussed project goals, the strategic framework, and international best practices, while also planning concrete activities.

Finance Minister Novica Vuković said the initiative opens a new chapter in managing public money and will help optimize public spending and improve fiscal sustainability.
