Montenegro reports over €63 million paid to former owners under Restitution Law since 2004

Since the implementation of the Law on the Restitution of Expropriated Property and Compensation in 2004, former owners in Montenegro have received a total of €63.73 million in cash compensation as of the end of 2024, according to the 2024 annual report of the Compensation Fund, approved by the government last week.

In 2024 alone, the Fund disbursed €7.95 million in annual compensation installments to 4,274 beneficiaries based on final rulings submitted by December 31, 2023. Payments were made directly to bank accounts provided by the beneficiaries.

Additionally, the Fund issued 34 certificates converting cash compensation into bonds, totaling €210,622, at the request of former owners.

Since the law’s enactment on March 31, 2004, a total of 1,751 final rulings have been delivered to the Fund by restitution commissions, with a cumulative value of €253.98 million. The remaining obligations under these rulings amount to €75.9 million.

Following amendments to the law in 2007, regional commissions were established in Podgorica, Bar, and Bijelo Polje, and the Compensation Fund gained formal party status in administrative proceedings, allowing it to actively participate in all stages until final execution of approved claims.
