Montenegro encourages citizen participation in solar and wind energy planning

Eco-Team and The Nature Conservancy (TNC) are inviting residents of Pljevlja, Nikšić, Cetinje, Podgorica, Kotor and Bijelo Polje to participate in the planning of solar and wind energy projects in their municipalities.

Citizens can contribute through a digital participatory mapping tool (PPGIS) to identify and highlight important local areas that may be affected by renewable energy development. These six municipalities have been recognized under the national MEGA project (Montenegro Energy Growth and Acceleration) as having high potential for solar and wind energy with low conflict with natural, cultural, and socio-economic values.

Eco-Team and TNC emphasize that a location’s technical potential does not guarantee project realization. Successful renewable energy planning requires input from planners, decision-makers, investors, and local communities. Delayed or insufficient community engagement can lead to opposition, project delays, or cancellations.

The initiative promotes a “smart planning” methodology developed by TNC, which integrates local values, involves the community, and supports sustainable development. This approach is also endorsed by the European Union for renewable energy projects.

The PPGIS tool allows spatial identification of valuable local sites, facilitating data collection and ensuring citizens are informed and involved in the planning process. Data collected by Friday, 3 October 2025, will provide decision-makers with valuable guidance for developing solar and wind energy projects.
