Ulcinj Completes €5 Million Wastewater Network Project

The municipality of Ulcinj in Montenegro has finalized a wastewater project valued at approximately €5 million, funded by the European Investment Bank (EIB). This initiative, which has spanned seven years, aims to enhance infrastructure essential for supporting tourism and real estate growth in the region.

The newly established wastewater and stormwater networks will serve the areas of Kodre, Bijela Gora, Totoši, and Donja Bratica. The project has successfully delivered around 14.5 kilometers of separate sewage and stormwater systems.

The construction was executed by the Italian firm SPIGA S.R.L., with oversight provided by C.&S. Di Giuseppe Ingegneri Associati. A defect-notification period is in effect until May 2027.

This wastewater initiative, while modest compared to larger transport projects in Montenegro, addresses a critical issue affecting development along the Adriatic coast: insufficient municipal infrastructure in light of rising tourism, construction activities, and population growth.

Ulcinj has experienced significant growth in private accommodations and tourism-related developments, which have intensified demands on water supply, sewage systems, roads, and waste management. This strain is particularly evident during the peak summer season.

The need for enhanced wastewater capacity is becoming increasingly vital as Montenegro seeks to align its environmental infrastructure with EU standards ahead of its accession. Water and wastewater management are among the most capital-intensive sectors in the country’s environmental transition.

Many municipalities lack adequate financial resources to independently fund major infrastructure projects. Consequently, such initiatives often rely on a mix of loans, EU grants, and support from international financial institutions.

The investment in Ulcinj was supported by an EIB loan, which forms part of a broader program aimed at enhancing municipal infrastructure across Montenegro. Similar projects are also underway in other locations including Mojkovac, Kolašin, Bijelo Polje, Rožaje, Nikšić, Pljevlja, and Cetinje.

Since 2006, Montenegro has secured over €100 million in combined support from the EIB and EU for water and sanitation initiatives. However, a substantial investment gap remains as only about half of the population is connected to wastewater collection systems, with considerable losses reported from the water supply network.

The government has established long-term objectives for expanding sewer coverage and complying with key EU water directives. For coastal municipalities like Ulcinj, these targets extend beyond environmental compliance; they impact permit issuance, tourism capacity expansion, and attracting quality investments.

Developments such as large hotels and mixed-use complexes necessitate dependable wastewater treatment and drainage systems. Inadequate municipal networks can lead to increased costs for developers or greater uncertainties in planning.

The timeline for the Ulcinj project reflects broader challenges faced by municipal infrastructure programs. Issues related to permitting, procurement processes, property rights, contractor performance, and administrative capabilities can delay even relatively small projects significantly beyond their anticipated completion dates.

As construction costs rise alongside increasing demand for infrastructure, these delays can become more financially burdensome. For lenders like the EIB and other European financial institutions, ensuring effective implementation capacity is becoming as crucial as providing funding.

Montenegro is approaching a phase where it may gain access to considerably larger EU-funded investment programs. The economic advantages will largely depend on whether local municipalities and state institutions can efficiently prepare and manage projects to utilize available capital effectively.

The completion of this €5 million project may not significantly impact national metrics but can yield substantial local benefits by alleviating specific infrastructure bottlenecks across several neighborhoods. Separating wastewater from stormwater is expected to relieve pressure on existing networks while enhancing environmental performance during heavy rainfall events.

This project also holds reputational significance for tourism in Ulcinj. The region’s coastal environment is a key economic asset; inadequate wastewater infrastructure poses risks of pollution that could hinder progress toward attracting higher-value tourism.

Improved wastewater systems are anticipated to bolster both current businesses and future development opportunities. The ultimate economic impact will depend on how effectively the new network integrates with existing users and aligns with broader wastewater treatment capacities.

A technically complete infrastructure that lacks proper user connectivity will only partially fulfill its intended benefits. The next challenge for Ulcinj will be ensuring that this new network facilitates sustainable urban development amid rapid tourism and property growth.
