Wind and industrial projects in Montenegro face increased scrutiny over environmental approvals

In Montenegro, environmental approvals are emerging as a significant source of risk for various projects, particularly in light of ongoing disputes regarding wind development and industrial pollution. These issues have raised concerns about consultation processes, regulatory compliance, and public trust.

The civic initiative Spasimo Brezna has raised objections against the renewed environmental approval for the Bijela wind farm. This challenge has put the project’s permitting process under the spotlight, potentially affecting how development risks are perceived by stakeholders.

In another instance, residents living near the Spuž cement plant have expressed concerns regarding pollution emanating from the facility. However, the ministry overseeing environmental matters has confirmed that the plant operates under valid environmental permits.

While these two cases pertain to different sectors and regulatory procedures, they highlight a common theme: having an environmental approval does not necessarily alleviate public apprehension. Project operators are required to address ongoing concerns related to monitoring practices, permit conditions, and complaint management.

The development process for Bar’s proposed €20 million aquatic centre also involves environmental assessments. This inclusion underscores that permitting requirements span across energy projects, industrial activities, and public infrastructure developments.

These environmental issues have implications for investors, as they can affect project timelines and confidence in successful execution. Changes in project design, the need for additional studies, or extended disputes can lead to increased costs even prior to breaking ground.

The commercial landscape is shifting towards a greater emphasis on transparent environmental documentation and effective engagement with local communities. While technical compliance with regulations is essential, gaining public acceptance requires a distinct approach.

A clearer understanding of operational conditions prior to significant financial commitments can enhance the reliability of a project’s investment schedule.
