The Montenegro Tenants Association “Moj dom” has asked the Government of Montenegro and relevant ministries to stop the Velje Brdo project immediately and redirect its earmarked funds to social housing, apartment purchases for vulnerable groups and a public housing fund. The association says tenants across Montenegro are facing unaffordable, record-high rents.
It argues that primary infrastructure on the undeveloped site would require hundreds of millions of euros and that renters cannot wait decades for uncertain construction commitments. As an alternative, the association proposes building social and non-profit homes on existing state and municipal land that is already urbanised and connected to utilities and roads.
Construction on serviced plots could avoid years of infrastructure work and allow the first apartments to be put into use in 18 to 24 months, according to the association. It also calls for a transparent public tender to buy completed or near-ready apartments, with a strict price ceiling per square metre.
The proposed purchases would be an emergency measure for the most vulnerable, including single parents, pensioners and families without regular income. The association says redirecting funds to construction in existing urban areas and targeted purchases could build a lasting public housing stock and help regulate rental prices over the longer term. It has called for an urgent meeting with government representatives to discuss the proposals.
