Montenegro’s Ministry of Spatial Planning, Urbanism and State Property issued two supplementary decisions on 22 October 2026, appointing the Institute for Development and Research in the Field of Occupational Safety in Podgorica to carry out technical reviews of phases A and C of the Gvozd wind farm alongside construction. Investor Green Gvozd submitted its requests for the appointments on 8 October 2026. Minister Slaven Radunović signed both decisions.

Two phases of work

The decision on phase A covers 12 wind turbines and associated infrastructure in Nikšić. The turbines are planned in the cadastral municipalities of Gradačka Poljana, Ćeranića Gora and Konjsko, within the Gvozd Local Site Study area. A construction permit for the phase was issued on 24 July 2023.

Phase A also includes 33-kilovolt cables, optical cables and a power line from wind turbine T8 to the Gvozd substation. IVICOM Consulting prepared the conceptual design, while RMA Inženjering from Nikšić reviewed the documentation.

The second decision concerns phase C, covering the reconstruction of a substation and construction of the Krnovo switchyard. The construction permit for reconstruction of the 33/110 kV Krnovo substation was issued on 24 October 2023. The works involve separating 110-kilovolt equipment from the existing substation and building the 110 kV Krnovo switchyard at a site in the cadastral municipality of Ćeranića Gora.

IVICOM Consulting prepared the phase C conceptual design, which the Institute for Development and Research in the Field of Occupational Safety reviewed. Amendments to the construction permits in 2023 specified who would carry out technical inspections during the works. Regulations cited in the decisions allow inspections of complex engineering structures to take place alongside construction, with the inspection body designated in the construction permit.

The decisions do not state the degree of completion of the works, when electricity production will begin or the project’s total investment value.
