Representatives of Alcazar Energy Partners, the company developing the Bijela wind farm in Montenegro, held a voluntary public meeting with residents of Plužine municipality, including the village of Gornja Brezna.
The meeting was intended to provide updates on the project, but local residents expressed strong opposition and refused to engage in discussion, citing inadequate notice about the consultation.
Marko Radulović, General Manager for Alcazar Energy in Montenegro, said he was disappointed by the missed opportunity for dialogue. He reaffirmed the company’s commitment to transparency and long-term engagement with the community, noting that previous feedback had been integrated into the project and that Alcazar remains open to future conversations.
The Bijela Wind Farm is classified as a strategic infrastructure project aimed at strengthening Montenegro’s energy independence and supporting its green transition. It involves the construction of 17 wind turbines with a total installed capacity of up to 118 megawatts, connected to the national grid via the Brezna substation.
With an investment exceeding 200 million euros, the wind farm ranks among the largest renewable energy projects in the country. The municipality of Šavnik is expected to benefit from several million euros in fiscal allocations throughout the project’s lifespan, supporting local development.
Once operational, the wind farm will generate enough clean electricity to power over 16,000 households and reduce carbon dioxide emissions by more than 230,000 tons annually. This contributes to Montenegro’s goals of achieving energy independence and reaching a renewable energy share of at least 50 percent in its national electricity production.
