Under the Law on Credit Institutions, Montenegrin banks are required to verify clients’ identities in line with anti-money laundering and counter-terrorism regulations. This means that from September 30, 2025, clients who have not replaced old ID cards or have not reported their new ID to the bank risk account blockages and will be unable to use bank cards or conduct transactions.
The Central Bank of Montenegro (CBCG) and the Banking Association (UBCG) emphasize that banks can only operate with clients holding valid identification documents. Citizens unable to update IDs on time due to administrative delays, residence abroad, or other justified reasons may face temporary restrictions.
Over 465,000 Montenegrins have already replaced their old ID cards, while around 102,000 citizens still need to do so. Banks warn that after September 30, clients with expired documents will not be able to access accounts until a valid ID is presented.
The CBCG monitors compliance but cannot interpret the ID card law itself; it ensures banks follow legal requirements to prevent risks related to invalid documents. Transitional solutions may be considered for specific cases, but citizens are strongly urged to update their IDs promptly.
