Budva’s municipality will regain ownership of several plots totaling 800 square meters in the heart of the Slovenska Plaža tourist complex from the state-majority-owned hotel group Budvanska Rivijera, according to a ruling by the Basic Court in Cetinje. The disputed land includes access roads, green areas, and undeveloped building plots.
The municipality’s claim was based on the argument that the plots, nationalized in the 1960s from a local family, were never formally excluded from public ownership. Budvanska Rivijera contested the claim, citing historical cadastral records showing the company held management and usage rights.
The area in question includes a path between tennis courts and the main boulevard, as well as parts of the green space within the tourist complex.
Separately, Budva’s municipality is pursuing legal action to recover its shares in Budvanska Rivijera, Sveti Stefan Hotels, and Miločer, which were transferred to the state in 1997. The lawsuit seeks recognition of 3.38 million shares (41.6% of Budvanska Rivijera) and corresponding stakes in other associated hotels, claiming the transfers were unjust. The value of the dispute is estimated at €22.9 million.
In addition, the appellate court recently upheld a ruling requiring Budvanska Rivijera to pay €1.2 million in damages plus interest to a former hotel tenant, Mercur, related to investments in the Mogren Hotel and Kafe Terrasse. The company had faced further financial strain after a previous €4 million deduction linked to a land sale dispute in Petrovac.
