Budva’s preseason slower but summer season expected to boost tourism with competitive prices and growing visitor numbers

Preseason tourist arrivals in Budva this year are slightly lower compared to last year, but the tourism sector expects the main summer season to boost the city’s revenue. Accommodation prices indicate Budva remains competitive with neighboring destinations.

According to Ana Vujošević, acting director of the Budva Tourist Organization, currently there are 18,202 tourists in Budva—about 1% less than the same period last year. Of these, 9,762 guests stay in hotels, while 8,440 are in private accommodation, camps, hostels, and resorts.

The largest number of hotel guests come from Germany, the UK, Israel, Austria, Poland, France, Turkey, China, Serbia, and Bosnia and Herzegovina. In private accommodation, most visitors are from Russia, Serbia, Ukraine, Turkey, Bosnia and Herzegovina, Azerbaijan, Germany, the UK and Poland. Camps attract tourists mainly from the Netherlands, Germany, Poland, France and the Czech Republic.

Preliminary data from Montenegro’s statistical office (Monstat) show that for January to April 2025, Budva recorded 93,620 arrivals and 237,049 overnight stays in collective accommodation. Compared to last year, arrivals stayed flat and overnight stays dropped by 2%. Compared to 2019, arrivals increased by 8% and overnight stays by 36%. Accommodation capacity also increased by about 2,650 beds since 2019.

Budva represents 38% of Montenegro’s arrivals and 39% of overnight stays during this period.

Day tourism is also growing, with 15,994 day visitors recorded between January and May 2025, a 29% increase compared to last year. Most day visitors come from the USA, Turkey, Israel, France, Poland, Germany, Italy, China, and the UK.

Accommodation prices for summer 2025 in Budva hotels vary by category:

  • 3-star hotels: from €70 for two people with breakfast
  • 4-star hotels: €86 to €230 per room with breakfast
  • 5-star hotels: €230 to €895 per room with breakfast

Budva’s hotel sector includes 150 hotels with a total of 19,977 beds.

Private accommodation prices range:

  • Per person: €16 to €25 during the season
  • Per unit (room, studio, or apartment): €45 to €85 outside the city center and up to €125 in the center during the season
  • Larger apartments (4+ persons): from €100 outside the city center up to €400 in the center during the season

Overall, despite a slower preseason, Budva remains a popular and competitive summer destination with diverse accommodation options and a growing number of visitors from key international markets.
