Cetinje approves €9.2 million 2026 Development Program, highlighting Kotor–Lovćen–Cetinje cable car project

The Senate of the Capital City of Cetinje has approved the 2026 Development Program, valued at €9.2 million. One of the most significant projects is the second phase of the Kotor–Lovćen (Ivanova Korita)–Cetinje cable car construction, with the tender for design and construction expected to be announced within the next two months.

The Development Program includes a range of infrastructure and development projects, focusing on the preservation of cultural, historical, and natural heritage, the promotion of tourism potential, the improvement of the business environment, and the creation of new jobs.

Particular emphasis is placed on the second phase of the Kotor–Lovćen–Cetinje cable car project. Cetinje Mayor Nikola Đurašković informed the Senate that all key planning documents have been completed.

“With the preparation of the conceptual design, the Capital City of Cetinje has fully fulfilled all its obligations. The feasibility study, cost-benefit analysis, detailed landscape study, project brief, and conceptual design have been submitted to the Ministry of Public Works for further review. An open tender for selecting the designer and contractor is expected within the next two months, followed by the commencement of the second phase of construction under the ‘Design and Build’ model,” stated Đurašković.

Montenegro’s President Jakov Milatović, who chaired the session, emphasized that the cable car project is one of the country’s most important tourist infrastructure initiatives, offering both enhanced tourism appeal and measurable economic benefits for the public and private sectors, as well as citizens.

“The construction of this cable car will be a unique project globally, not only because of its length but also because it will connect two historically significant cities—Cetinje and Kotor. It will provide an exceptional tourist experience, allowing visitors to enjoy the views from the Adriatic coast, over one of the world’s most beautiful bays, the Bay of Kotor, the landscapes of Mount Lovćen, and finally the capital of Montenegro,” Milatović noted.

The Senate was also updated on efforts to erect a memorial commemorating the Battle of Košćele, which took place on 15 July 1941. Based on the approved memorial program and with the consent of the Ministry of Culture and Media, an appropriate site above the existing memorial plaque has been identified in coordination with local veterans’ organizations SUBNOR and UBNOR Cetinje.

Additionally, reports on the implementation of the 2024 Development Program and progress on the 2025 program were reviewed. Senate members commended the city administration for successfully executing the capital budget.

Through the Senate, President Milatović also initiated a project to restore the historical site of Žabljak Crnojevića, one of Montenegro’s most important symbols of statehood and cultural identity, in preparation for the 20th anniversary of Montenegro’s independence.
