Chamber of Commerce warns against shortening workday without thorough analysis

The Chamber of Commerce of Montenegro (PKCG) has urged caution regarding the proposed reduction of the workday from eight to seven hours.

PKCG expressed concerns that the Montenegrin economy may not be prepared to handle the additional pressure such a change would bring, especially given current challenges and workforce shortages. They noted that while reduced working hours work well in highly productive economies with advanced technologies and stable growth, Montenegro’s economy is still heavily dependent on the availability and capacity of its workforce.

The Chamber also highlighted the growing migration of workers from the private to the public sector, which is placing a dual burden on the economy—fiscal and labor-related. Given these issues, PKCG warned that shortening the workday could impose further strain and emphasized the need for comprehensive analysis before implementing such a reform.
