The Eagle Hills group has proven its ability to transform desert destinations into world-class tourism hubs. Their planned investment in Montenegro, specifically in Ulcinj, will bring significant benefits to the country in every aspect, according to businessman Ljubiša Krstajić, who has been investing in the development of Ulcinj’s tourism sector for years.
Speaking to TVCG, Krstajić emphasized that the arrival of Eagle Hills will provide substantial advantages for the local community, Montenegro as a whole, and even the broader region.
“Montenegro is a small country, and having someone invest one billion euros here is a major event. Eagle Hills speaks of a €30 billion investment, but this will be implemented gradually over the years. Large-scale projects cannot be completed overnight. Even if just one billion euros are invested, it would be a massive boost for Montenegro’s economy,” Krstajić stated.
Krstajić’s business ventures have connected different parts of the world, particularly Latin America and Europe, contributing significantly to the growth of Ulcinj’s tourism industry.
“When we first invested in Montenegrin tourism in 2017, we were pleasantly surprised by the full support we received from the local community in Ulcinj and the government at the time. Montenegrin tourism is on the right track, focusing on multiple segments rather than just one. It has successfully attracted luxury hotel brands like Aman Resorts—one of the most prestigious in the world alongside Cheval Blanc and Bulgari—which draw high-spending tourists. Additionally, five-star hotels are developing in the Bay of Kotor.
We chose to invest in Ulcinj because of its fantastic beaches. Sandy beaches are crucial for family tourism, and we have dedicated ourselves to developing this sector,” Krstajić explained.
Beyond the hotels they have already opened, his company is constructing a new condo hotel with 600 apartments.
“We believe in this destination and the vision set by the Montenegrin government. Montenegro’s path toward the European Union and its NATO membership provide confidence and stability. Stability is the most important factor for any investor. That’s why we have plans to invest in multiple locations across Montenegro,” he added.
Regarding the arrival of Eagle Hills, Krstajić sees no reason to fear competition. On the contrary, he considers it the best thing that could happen to Montenegrin tourism.
