Historic Hotel Galeb in Ulcinj set for transformation into luxury destination

Hotel Galeb, once a symbol of Ulcinj and a popular gathering place for generations, is set for a complete makeover. The Montenegrin government recently approved the Draft Amendments to the Urban Planning Project for the hotel’s site, and the Ministry of Spatial Planning, Urbanism and State Property opened a public consultation, which ended on November 8.

The project is being led by the Kotor-based company Sunny Palace, the investor behind the renovation, which aims to restore Ulcinj’s former prestige while positioning the city as a prime European tourist destination. The planned luxury five-star hotel will include a modern conference center, spa & wellness facilities, pools, restaurants, luxury stores and various other amenities, with a strong focus on high standards and sustainability.

Reviving Ulcinj’s luxury tourism

This ambitious project, whose total value will depend on market conditions and the requirements of international hotel operators, promises significant economic benefits for the local community, including the creation of 350 jobs and cooperation with local suppliers. While awaiting the finalization of planning documentation and approval from relevant authorities, the investors emphasize their commitment to transforming Hotel Galeb into a world-class destination, bringing Ulcinj back into the luxury tourism map.

Sunny Palace inherited the planning documents for the hotel from the previous owner, which outlined the parameters for its construction. However, since the approval of these documents, the standards of modern luxury hotel development have changed, prompting the need for adjustments to the original plan. The proposed urban planning modifications aim to create a new hotel design while retaining the fundamental parameters already defined.

“The goal is to restore the former prestige of Ulcinj as a year-round luxury destination on the European tourist map. The planned five-star hotel will offer a range of amenities including four restaurants, a modern conference center, spa & wellness facilities, both indoor and outdoor pools, luxury brand stores, gyms, children’s and teen areas, and a large garage. This project will have a significant impact on the development of the local economy and the city’s tourism and hospitality offerings,” said the investors. They also emphasized that the construction of Hotel Galeb represents an ambitious undertaking, largely dependent on regulatory approvals and institutional authorizations.

Preparing project documentation

Sunny Palace has confirmed that they are actively working on the complete project documentation to begin construction once all necessary conditions are met and relevant permits are obtained. They believe that this approach will ensure they are fully prepared to begin the project as soon as administrative processes are completed.

“We are focused on close collaboration with state and local authorities to ensure the most efficient implementation process while adhering to all applicable legal standards. We expect to have precise information about the start of construction in the near future, and we hope that Hotel Galeb will soon become a source of pride for the city of Ulcinj,” stated the company.

When asked about the total cost of the project, Sunny Palace explained that the costs are subject to change based on factors such as market conditions, the hotel’s facilities, and technical equipment specifications, all based on the requirements and standards of international hotel operators. The company assured that they would provide an optimal solution that ensures high construction and equipment quality while also ensuring a return on investment and the long-term sustainability of the project.

Economic impact and local job creation

According to the company, around 350 jobs will be created, offering opportunities for local professionals and young people seeking experience in high-end hospitality.

Five-star hotels like the planned Hotel Galeb are a significant source of income for the country, the municipality of Ulcinj, the National Tourism Organization (NTO), and the Ulcinj Tourism Organization (TO) through taxes, contributions and local fees.

In addition to direct financial effects, the project will also bring indirect revenue through connections with local suppliers, food producers, and service providers. This will help strengthen the local community and improve the quality of tourism services in Ulcinj.

Partnership with international hotel brands

Sunny Palace is currently in talks with renowned international hotel brands to secure a partnership that will help position Hotel Galeb and Ulcinj as a world-class destination.

“This process involves thorough research, market analysis, and negotiations to ensure the hotel is managed by a brand that shares our values and commitment to the highest standards of quality,” the investors said.

Although they are not yet ready to disclose all details about the final choice of operator, the company assured that they are selecting a partner who will elevate Hotel Galeb as a serious reference in the global luxury hotel market. They are continuing discussions and hope to announce further information about the future hotel operator in the near future.
