Monteput advances highway project amid rising traffic and toll revenues

The Mateševo–Andrijevica highway section is a major infrastructure project expected to improve economic and transport connectivity in northern Montenegro. Milan Ljiljanić, Director of Monteput, stated that expropriation and finalizing the main design following contract awards are critical steps, with construction likely to begin by the end of 2025.

The new 22-kilometer section will pass through the municipalities of Kolašin and Andrijevica. Ten international companies submitted bids for the project, and Monteput, in cooperation with the European Bank for Reconstruction and Development (EBRD), is currently evaluating technical offers before moving to the financial phase.

The land expropriation process will be conducted legally, based on market-based compensation assessments.

Ljiljanić emphasized the highway’s expected long-term benefits for local communities, tourism, and regional economic activity. He also noted that the project strengthens Monteput’s role in national infrastructure development and cooperation with international partners.

Regarding EU integration, Monteput is aligning Montenegro’s road infrastructure with the Trans-European Transport Network (TEN-T). Focus remains on completing the Bar–Boljare highway and modernizing the Sozina tunnel, with investments in digital tolling systems to meet interoperability standards.

In the first seven months of 2025, the highway recorded over 1.7 million vehicle passages, a 14% increase from the same period in 2024. Toll revenue on the highway reached €6.8 million (up 12.5%), while the Sozina tunnel brought in €7.6 million (up 8%). Electronic toll collection (ETC) grew significantly, with Sozina tunnel ETC revenue increasing by 38%.

Key drivers of traffic growth include summer tourism, stable toll pricing, improved mobility, and broader economic trends. Monteput is expanding electronic and video tolling to reduce congestion and enhance efficiency, with over 1 million ETC passages recorded since 2022. A mobile app was launched to streamline account management and user experience.

Cost-efficiency measures include automation, digitalization, remote system monitoring, and operational optimization to lower expenses and improve service delivery.
