In October 2025, Montenegro’s Customs Administration collected €133 million in gross revenue, an increase of €17.12 million compared to the same month last year, the institution announced.
This represents a 14.8 percent growth in revenue, the Customs Administration stated.
“The Customs Administration continued its positive revenue collection trend by consistently implementing measures to improve and enforce customs and tax regulations, ensure accurate classification of goods under the customs tariff, determine customs value properly, and enhance control through systematic risk analysis,” the statement said.
Compared to the revenue plan for October, collections were €5.95 million higher, or 4.7 percent above target.
According to the breakdown, all categories of duties recorded an increase. From January to October 2025, total gross revenue reached €1.186 billion, marking a rise of €105.72 million, or 9.8 percent more than in the same period of the previous year. The revenue plan for the same period was exceeded by €32.27 million, or 2.8 percent.
The most significant growth came from value-added tax (VAT) on imports, which amounted to €777.76 million, up €68.49 million, or 9.7 percent year-on-year.
Excise tax collections totaled €347.15 million, representing an increase of €28.45 million, or 8.9 percent, while customs duties reached €59.08 million, up €8.58 million, or 17 percent.
Revenue from the coffee tax amounted to €2.37 million, and other revenues totaled €211,240, the Customs Administration concluded.
