Montenegro’s Customs Administration reported that revenue collection for the period January–September 2025 exceeded the planned target by €26.32 million, or approximately 2.6%.
“The Customs Administration aims to ensure efficient revenue collection, significantly contributing to overall budget revenues through strong fiscal measures. From the beginning of January to the end of September 2025, a positive trend in customs revenue collection has been observed,” the statement said.
Gross revenue collection reached €1.53 billion, marking an increase of around €88.6 million, or 9.18%, compared to the same period last year. Growth was recorded across all types of duties.
The largest increase came from VAT on imports, which totaled €691.31 million, up €58.41 million, or 9.23%, year-on-year. Excise duties generated €307.29 million, up €22.41 million, or 7.87%, while customs duties amounted to €52.62 million, an increase of €5.71 million, or 16.9%. Coffee tax collection reached €2.14 million, and other revenues totaled €191,900.
For September 2025 alone, total customs revenue collection was €126.74 million, up €14.43 million, or 12.86%, compared to the previous year. Gross revenues exceeded the planned estimate by €4.68 million, or 3.84%.
