Montenegro enhances Law on Agriculture and Rural Development to align with EU standards

The Montenegrin Government has adopted amendments to the Law on Agriculture and Rural Development to ensure more efficient implementation of agricultural support and better alignment with EU legislation.

Key changes include:

  • Legal and technical improvements for implementing agricultural and rural development measures.
  • Enhanced data collection systems on farms (FADN) and improved market monitoring.
  • Alignment with EU Regulation 2021/2115 through clearer definitions of farmer categories (active farmer, young farmer, farm holder, etc.).
  • Designation of the Ministry’s Directorate for Rural Development as the implementing body for Technical Assistance measures under the IPARD program, in accordance with EU requirements.

These amendments are part of Montenegro’s efforts to harmonize with the EU’s Common Agricultural Policy (CAP) for the 2023–2027 period and represent progress toward closing Negotiation Chapter 11 on agriculture and rural development.
