Construction activity in Montenegro has declined significantly, according to preliminary data from Monstat. In the second quarter of 2025, only 10 building permits and work notifications were issued for the construction of 57 apartments, totaling 4,310 m².
Of these permits, two were issued to individuals and eight to legal entities. All approved projects involve buildings with three or more apartments.
The data indicate a sharp drop compared to the same period last year, when 55 permits were issued for 148 apartments, and also a decline from the previous quarter, which saw 30 permits for 117 apartments.
The trend reflects a continued slowdown in the Montenegrin construction sector compared to 2023, when 68 permits were issued for 582 apartments covering 37,685 m².
