The Government of Montenegro has adopted decisions to launch a new model of forest management, including the establishment of the state-owned company “Crna Gora Šume” and the approval of the 2025 regular logging plan. This marks the end of the concession system and sets the stage for full implementation of the Forest Law starting in 2026.
The new company, fully owned by the state and headquartered in Pljevlja, will manage state-owned forests. Its responsibilities will include forest cultivation, logging, production and sale of timber and non-timber forest products, construction and maintenance of forest infrastructure, and other activities in line with the law and its statute.
The government also approved the sale of timber from regular logging in 2025 in various municipalities, including Pljevlja, Rožaje, Berane, Žabljak, Kolašin, Plužine, Bijelo Polje, Andrijevica, Podgorica, Danilovgrad, Nikšić, and Petnjica. Sales will be conducted through public tenders with initial prices set by forest management units, with expected minimum revenues totaling 13 million euros.
A key provision states that from January 1, 2026, the newly established company “Crna Gora Šume” will assume responsibility for forest management contracts in accordance with the new Forest Law.
The government emphasized that these measures aim to ensure sustainable forest management, increase transparency and control in the sector, and fully implement the Forest Law from January 2026.
