Montenegro partially upholds objection in airport concession bidding process

The Concessions Commission of the Government of Montenegro has partially upheld the objection of the company Corporación América Airports S.A. regarding the ranking list of bidders in the concession procedure for Podgorica and Tivat airports.

The Commission stated that the ranking list, which was established by the Tender Commission and published by the Ministry of Transport on July 17, has been returned for corrections to address identified irregularities in the explanation of scoring and ranking of bids.

The Commission noted that the explanation provided with the ranking list did not contain sufficiently clear and valid reasons for the scoring of individual criteria, which is necessary to ensure transparency, equal treatment, and legality of the procedure.

Earlier, the Ministry of Transport announced that the South Korean company Incheon International Airport Corporation (IIAC) was ranked first in the tender for the concession of Montenegro’s airports, with a total of 96.18 points. In second place on the ranking list was the Luxembourg-American company Corporación América Airports (CAAP), which received 65.15 points.
