The Parliament of Montenegro postponed the discussion on several agenda items, including the agreement with the United Arab Emirates (UAE), until June 3rd. The delayed discussion involved the proposed law to ratify the Agreement on Cooperation in Tourism and Real Estate Development between the governments of Montenegro and the UAE. Although the agenda was adopted with 45 votes in favor, the majority requested to postpone all agenda item discussions to June 3rd.
Earlier, on April 23rd, the Parliament had urgently approved laws confirming agreements on economic cooperation and cooperation in tourism and real estate development with the UAE. These approvals were necessary for the agreements signed by Prime Minister Milojko Spajić on March 28th to come into force.
Montenegrin President Jakov Milatović signed the law confirming the economic cooperation agreement but returned the law on tourism and real estate cooperation to Parliament for reconsideration. Key objections to the tourism and real estate agreement focus on deviations from constitutional principles related to ensuring free competition and equal market conditions. Concerns also include suspending the application of Montenegrin laws on public procurement, tenders, and state property, as well as potential changes to other national legislation to implement the agreement.
