Montenegro rejects CAAP request to suspend airport concession tender

Montenegro’s Concessions Commission has rejected Luxembourg-American company Corporación América Airports’ (CAAP) request to suspend the ongoing airport concession tender process.

CAAP, ranked second in the tender behind South Korea’s Incheon International Airport Corporation (IIAC), sought a delay of the final decision pending an administrative court review of their planned lawsuit. The company alleged irregularities in the scoring and ranking of bids, questioning the transparency and consistency of the evaluation process.

The Concessions Commission partially upheld CAAP’s initial complaint, finding that the previous ranking lacked clear justification for individual scoring, and instructed the Tender Commission to conduct a third technical evaluation. This step ensures that bids meet minimum technical requirements before the financial offers are opened.

IIAC remains the top-ranked bidder with 96.18 points, while CAAP has 65.15 points. The process continues despite CAAP’s objections, with the administrative court yet to decide on their legal challenge.
