Montenegro sees historic low unemployment and highest wages

Montenegro’s labor market has reached historic milestones, with unemployment at a record low of 9.03% in September 2025, down from 11.07% a year earlier, and average net wages reaching €1,014, nearly doubling since 2019, according to Minister without Portfolio Milutin Butorović.

Over the past year, more than 7,400 people were employed through the Employment Office, reflecting an active and transparent labor market. Compared to 2019, workers now enjoy stronger protections, including paid overtime, secure contracts, and guaranteed rest periods.

Despite progress, challenges remain: nearly two-thirds of unemployed individuals have been jobless for over three years, with women representing the majority. Minister Butorović emphasized that while improvements in wages and rights are evident, continued efforts are needed to address long-term unemployment and ensure fair opportunities for all workers.
