China’s CCECC secures Berane–Rožaje highway reconstruction project

China Civil Engineering Construction Corporation (CCECC) has been selected as the top-ranked contractor for the reconstruction of the Berane–Rožaje highway in Montenegro. The project, with an estimated value of just under €60 million (excluding VAT), will be financed through a combination of European Investment Bank (EIB) loans and Montenegrin government funds.

CCECC submitted the lowest bid of €48.9 million, outperforming other competitors including Chinese firms JV Xingtai Road and Bridge Construction Group (€55.7 million) and Shandong Foreign Economic & Technical Cooperation (€62.6 million), as well as the Austrian-Montenegrin joint bid by Strabag and Bemax (€68.3 million).

The 30.7-kilometer highway project is divided into two sections: Berane to Lokve Tunnel (15.5 km) and Lokve Tunnel to Rožaje bypass. Works include road rehabilitation, design and construction of four tunnels, a new bridge, renovation of 12 existing bridges, and construction or repair of 76 retaining walls.

The project aims to improve traffic safety and enhance connectivity in northern Montenegro, following EIB procurement guidelines and ensuring transparency, fair competition, and no conflicts of interest among bidders.
