Montenegro strengthens energy efficiency and decarbonization through World Bank partnership

Montenegro’s Minister of Energy and Mining, Admir Šahmanović, highlighted the country’s strong collaboration with the World Bank in advancing energy efficiency, particularly in public institutions, noting that these investments deliver measurable benefits to citizens. He emphasized that a just transition is a top priority for the government and that World Bank cooperation accelerates progress on this goal.

The meeting focused on joint projects to improve energy efficiency in public buildings, including a new investment phase for the University of Montenegro facilities, and enhancing the operational efficiency of the country’s electricity distribution network.

A leadership transition within the Montenegro Energy Sector Decarbonization Project (MESDP) was also formalized, with Katharina Gassner taking over from Yuriy Myroshnychenko. Discussions included the implementation of the Partnership for Market Implementation (PMI) project and World Bank support for the government’s Just Transition agenda.

Other key topics addressed were finalizing the National Energy and Climate Plan (NECP), aligning the Emissions Trading System (ETS) with EU regulations, developing the Just Transition Plan and Council activities, and planning for long-term sustainable heating in Pljevlja.

Participants included senior World Bank energy and project experts, as well as high-level officials from Montenegro’s Ministry of Energy and Mining. The ministry and the World Bank aim to continue fostering partnerships that advance decarbonization, energy efficiency, and secure energy supply for the benefit of Montenegrin citizens.
