Montenegro Tenants Association warns of soaring rents, calls for housing protections

The Tenants Association of Montenegro has expressed deep concern over the worsening conditions for people living in rental housing across the country.

Rental prices have surged significantly: in Podgorica, a one-bedroom apartment has risen from around €343 in 2015 to €548 in 2025, while on the coast, rents rarely fall below €600–700. Although average salaries have increased from €476 to about €1,010, many workers still spend more than half their income on rent. Minimum wage earners face even harsher conditions, as rent for a one-bedroom apartment exceeds their entire salary, forcing them to share housing or incur debt.

Advance payments, including first and last month’s rent plus a deposit, create additional barriers, particularly for families. Seasonal rental turnover in coastal areas further displaces tenants annually.

The Association criticized property owners for operating with little obligation to the state and highlighted the lack of tenant protection, leaving renters vulnerable to market forces. They called for the urgent creation of a public tenant registry, which the Association has already started independently, arguing that without it, no effective housing policy is possible.

They also urged the government to limit landlord discretion and excessive rent increases through legislation, ensuring secure housing. The statement emphasized that housing is a fundamental human right, not a privilege for the wealthy.

The Association noted international attention, citing that the EU Office in Podgorica has requested regular updates on tenant rights violations, underscoring the failure of domestic institutions to protect citizens. They warned that the Velje Brdo project must not become another privilege for the selected few, as this would demonstrate the government’s disregard for ordinary citizens.
