Montenegro is preparing for the construction of a second submarine power cable to Italy, a strategic energy project by Terna valued at approximately €500 million. Work on the second cable is expected to begin in 2027.
The project will strengthen Montenegro’s position as an energy hub in the Balkans and further integrate its electricity market with Italy and the broader European market. Key supporting infrastructure includes:
- Completion of the 400 kV Lastva–Pljevlja transmission line (over 160 km) as part of the Trans-Balkan energy corridor.
- Construction of a double 400 kV Pljevlja–Bajina Bašta (Bistrica) line, partially funded by an EU grant, with Montenegro’s portion exceeding €20 million.
- Upgrading the 220 kV network from Albania through Montenegro to Bosnia and Herzegovina using high-temperature conductors, currently under a feasibility study financed by an EBRD grant.
- Planned 400 kV substation in Brezna to connect new renewable energy sources efficiently.
The first submarine cable between Montenegro and Italy, launched in November 2019, is a two-way connection of strategic importance, creating an energy bridge between the Balkans and the European Union. The project was implemented in cooperation between Terna and the Montenegrin Transmission System Operator (CGES) and is valued at about €1 billion.
