Montenegro to reallocate unused 2025 capital budget funds to faster-moving projects

According to information received by the Ministry of Finance from relevant institutions, part of the funds allocated in Montenegro’s 2025 Capital Budget will not be spent by the end of the fiscal year. The government is therefore considering reallocating these unused funds to other capital projects, in line with the Law on Budget and Fiscal Responsibility.

Under Article 46 of the law, if a planned capital project cannot be completed due to unforeseen circumstances, the responsible institution must notify the Ministry of Finance, which may then propose to the government that unspent funds be redirected to other priority projects.

The Ministry of Public Works informed the Ministry of Finance that €20.6 million will be lacking for ongoing capital projects by the end of the year, while the Transport Administration requested an additional €25.6 million for projects progressing faster than planned. At the same time, several projects will not be fully realized, leaving funds unused.

  • The Bar–Boljare Highway (€45 million), where the contractor selection process and financing agreements with the EBRD and EU are still pending.
  • Reconstruction of the Mojkovac–Lubnice road, section Mojkovac–Vragodo (€510,000), as the tender procedure is still ongoing.
  • Construction of the Pošćenje–Brezna main road (€290,000), pending urban and technical permits.
  • Reconstruction of the M-11 main road Lepetani–Tivat–Krtolska intersection (€400,000), awaiting technical documentation from the Municipality of Tivat.

The Ministry of Finance will propose to the government that these unspent funds be redirected to other capital projects progressing at a faster pace and requiring additional financing.
