Montenegro’s Tender Commission for the concession of Podgorica and Tivat airports will hold a new session in the coming days to review whether the scoring of technical bids should be annulled and how to proceed. The decision follows a ruling by the Concessions Commission, which found that the Tender Commission had not provided clear and valid justifications for the ranking of bidders, raising concerns over transparency and potential arbitrariness.
According to the current ranking, South Korea’s Incheon International Airport Corporation (IIAC) leads with 96.18 points, followed by the Luxembourg-American consortium Corporacion America Airports S.A. (CAAP) with 65.15 points. CAAP had filed complaints citing lack of explanation, repeated scoring without legal basis, and undue influence in the process.
The new session will ensure a revised ranking with detailed explanations for all scoring criteria. The Tender Commission will rely on its own assessment rather than the previous government consultant and may consider hiring a local expert. The goal is to finalize a transparent and legally compliant ranking before proceeding with the concession process.
