By receiving the prestigious BFC SEE certification (Business Friendly Community – Southeast Europe), the Municipality of Bar has positioned itself among local governments in the region that implement the highest standards for creating a supportive environment for business development and attracting investments. This recognition, confirmed by the Verification Commission’s report, grants Bar the status of “Business Friendly Community” and the right to use the protected certification mark for the next three years.
The certification process was conducted in accordance with the requirements of the fourth edition of the international BFC SEE standard, which includes 10 criteria and over 60 sub-criteria. It is a comprehensive evaluation assessing the efficiency of local administration, the availability of information, and the quality of services provided by municipalities to entrepreneurs and investors.
As one of the largest and economically most developed coastal municipalities in Montenegro, Bar has demonstrated its commitment to improving the business environment, digitalizing services, ensuring transparency, and actively collaborating with the private sector. The awarded certificate further strengthens Bar’s position as an attractive destination for both domestic and foreign investors and opens opportunities for new development projects and job creation, according to the Chamber of Commerce.
The BFC SEE program is designed for municipalities that have the capacity and willingness to continuously enhance the business climate and create conditions for faster local economic growth. The certification is an internationally recognized confirmation that a local government operates according to principles of efficiency, predictability, and accountability—values crucial for any investment.
As the Technical Secretariat and Certification Body for Montenegro, the Chamber of Commerce of Montenegro plays a central role in implementing the program, coordinating activities, and providing expert support to municipalities throughout the process. Thanks to this role, the Chamber serves as a reliable partner for local governments seeking to strengthen collaboration with the business community and improve business conditions in their territories.
