The Ministry of Finance of Montenegro has reported that the country’s financial situation remains stable, with data from the first half of 2025 confirming a continuation of positive fiscal trends.
In the January–June 2025 period, total budget revenues reached €1.322 billion, which is a 1% increase compared to the same period in 2024. This increase was primarily driven by higher tax revenues. Value-added tax (VAT) revenue rose by €66.1 million, while corporate income tax increased by €18.9 million. Additionally, excise duties brought in €12.6 million more than the previous year, and personal income tax revenues grew by €8.8 million.
The Ministry emphasized that the budget deficit for the period amounted to 1.4% of the estimated GDP, which is €9 million lower than what was planned.
