Montenegro’s Real Estate Administration boosts efficiency, resolves 92% of cases in 2024

The Real Estate Administration of Montenegro resolved 106,271 cases in 2024, representing 92% of the total 114,695 cases processed that year. This significantly reduced the number of unresolved cases to 8,424 (7.93%), most of which are still within the legal timeframe.

Improved efficiency and increased workload

Compared to previous years, there has been a clear improvement. The unresolved case rate was 17.54% in 2022 and 21.94% in 2023. Despite a significant increase in workload—from 89,606 cases in 2022 to 114,695 in 2024—the administration maintained the same number of employees, attributing its success to better organization and staff engagement.

Key role in investment and development

The Real Estate Administration plays a crucial role in land registry management, expropriation processes, property valuation, and supporting major infrastructure projects. Currently, 95% of Montenegro’s territory is covered by the real estate cadastre, with a goal of full coverage by 2028.

Support for over 20 major infrastructure projects

In 2024, the administration contributed to more than 20 key infrastructure projects, including:

  • Second section of the Bar–Boljare highway
  • Tivat–Jaz and Šćepan Polje–Nikšić roads
  • Podgorica’s western bypass and Đurđevića Tara bridge
  • Several regional and urban roads

Their responsibilities included geodetic planning, property valuation and expropriation procedures.

Transparent and fair expropriation process

The administration ensures fair compensation in expropriation cases through independent expert commissions. Most stakeholders have accepted the proposed compensations, reflecting transparency and professionalism.

Growing workload and international recognition

Rising requests for cadastral changes and administrative procedures have increased the workload, but the administration continues to meet deadlines. It has also gained international recognition, collaborating with European organizations on land administration reforms.

Future goals

With over 100,000 resolved cases in 2024 and active participation in national development projects, the Real Estate Administration aims to complete full cadastre coverage by 2028, strengthening Montenegro’s land management system.
