Montenegro sees growth in tax collections during early 2025

From January 1 to August 31, 2025, Montenegro’s Tax Administration collected a total of 1.1 billion euros in gross tax revenues, an increase of 2.5 million euros compared to the same period last year.

The most significant growth came from value-added tax (VAT), which reached 361 million euros, up 21% year-on-year. Corporate income tax collections rose to 219 million euros, an 18 million euro increase from last year. Contributions totaled 267 million euros, down 122 million euros compared to 2024 due to reduced social security rates; however, growth in other revenue categories offset this decline, ensuring overall budget revenue growth.

During the summer tourist season, revenue gains were supported by measures to increase voluntary compliance, strengthen proactive taxpayer communication, and enhance inspection activities.

The Tax Administration plans to continue implementing policies aimed at improving tax discipline and collection efficiency, expecting budget revenues to maintain an upward trend in the coming months.
