Montenegro’s path to EU integration: Innovation, leadership and economic growth

At the ESG Adria Summit, Montenegro’s Prime Minister Milojko Spajić emphasized the importance of leadership, business reforms and sustainable, inclusive growth for the country’s future. He stressed that Montenegro must keep up with the rapidly changing world and strive to become a competitive, business-friendly country open to innovation and fair growth.

“We want to be a member of the European Union, but also a country where the rules are respected and jobs are created. Here, businesses develop, and citizens are protected,” said Spajić. He noted that Montenegro needs to create an environment where investors feel secure, and young people have the opportunity to succeed.

Spajić also highlighted the importance of fast, responsible leadership in ensuring Montenegro’s growth. He compared the U.S. economic growth over the past decade, which has been driven by leaders who succeeded in life before entering politics, a model he believes should be adopted in Montenegro. He stressed the need to eliminate business barriers to foster faster development and create a business-friendly environment.

The Prime Minister outlined his vision for Montenegro’s future, including becoming an EU member and a leader in innovation. He emphasized the need for more real-sector experience in government, particularly in the assembly, to translate the country’s vision into concrete results.

Spajić further mentioned the need to support Montenegro’s talented youth, who have not been given enough opportunities in the past, and called for investment in their potential.

He also stressed the importance of digitalization, stating that Montenegro should aim to digitalize its state services more deeply than even Estonia has done, offering a seamless, online service experience for citizens.

On the topic of long-term investments, Spajić expressed openness to international cooperation and long-term agreements, such as the 90-year leases, to support Montenegro’s growth and empower local entrepreneurs.

Overall, Spajić’s message was clear: Montenegro must modernize its business climate, attract responsible investors, and create an inclusive, sustainable, and prosperous future for all its citizens.
