Monteput has selected the bid from DB Engineering and MHM Project, valued at €95,590, as the most favorable in the tender for developing the conceptual design of the Adriatic-Ionian motorway section from Čev to Nudo.
The section is 33 kilometers long and leads to the border with Bosnia and Herzegovina (BiH), according to Vijesti.
DB Engineering is a company based in Belgrade, while MHM Project is located in Novi Sad. The subcontractor for this project is the Podgorica-based GP Team, as stated in the decision published on the Montenegrin Electronic Public Procurement (CePN) website.
The tender was open from November 27 to December 13, with an estimated value of €96,000.
The goal of creating the documentation is to explore options and determine the optimal route for the Adriatic-Ionian motorway. According to the Spatial Plan of Montenegro (SPM), the motorway is planned to intersect with the Bar-Boljare route near the Podgorica settlement of Ćafa, from where it will head west, passing through Čev, Grahovo, and Nudo.
As outlined in the tender, the section will feature interchanges at Čev and Grahovo, with a planned speed limit of 100 kilometers per hour. The road will cross the existing Lipci-Grahovo-Vilusi highway, and an interchange will be built in this section to connect with the current road network.
The motorway will be laid along the southern slopes of Grahovo Field, preserving the entire area.
The joint bid from Decom Group and Louis Berger was disqualified after Monteput determined that their statements were not properly made. The Louis Berger bid was excluded because it was not electronically signed, while Decom Group’s bid was rejected because they proved the required number of employees using work books, which should have been done through submitting insurance registrations and employment contracts.
These companies were excluded under Article 108, Paragraph 1, Item 5 of the Public Procurement Law.
