Plans unveiled for new 5-star Hotel Galeb in Ulcinj to boost tourism

A new tourist complex featuring the 5-star Hotel Galeb is set to be built in Ulcinj, in the vicinity of the former Hotel Galeb, located behind Mala Plaža. To facilitate this project, backed by the Kotor-based company Sunny Palace, the government recently approved the Draft Amendments to the Urban Development Project for the Galeb site, which is currently open for public discussion until November 8.

The project covers an area of 4.33 hectares, including the site of the former Hotel Galeb and a portion of the adjacent coastline. A segment of 1.89 hectares falls within the Marine Property zone, categorized as Sector 64 – Pinješ – Borova šuma.

The goal of the amendments is to establish planning conditions for constructing a luxury hotel while maintaining a distinctive architectural identity that aligns with urban morphology and higher-level planning documentation. The proposed complex will accommodate around 700 beds across more than 300 diverse lodging units, along with various additional facilities.

The development aims to enhance Ulcinj’s tourism appeal by revamping the area’s traditional offerings and introducing new services to elevate hospitality standards.

The planned complex will integrate seamlessly into Ulcinj’s urban structure and will continue the legacy of the demolished hotel. Access to the site will utilize existing public roadways, and the current zoning will remain as outlined in the valid Urban Plan from 2012.

Within the Marine Property zone, a designated area will be developed for beach access and related amenities for hotel guests. Due to limited space for a traditional beach, the plan suggests constructing floating platforms in the sea to provide additional space for sunbathing and boat mooring during the summer.

The Urban Plan comprises two parcels: UP1 for the hotel facility and UP2 for the Marine Property zone. A public road will connect these parcels. The hotel is designed to feature up to five underground levels, ground level, and nine floors above, with various configurations proposed for the number of lodging units and amenities.

The project includes significant features such as a rooftop pool, wellness center, and landscaped roof, ensuring that the hotel meets the highest standards for luxury accommodation. Parking will be provided in an underground garage with designated spaces for both guests and buses.

Three design options for the new Hotel Galeb have been submitted by the architectural studio Businessart, led by architects Mladen Krekić and Vladimir Lojanica. Each option prioritizes views of the sea and includes distinctive features aimed at maximizing guest experience.

The new Galeb will operate as a classic hotel without units for sale, managed by an international brand. Sunny Palace acquired the attractive land above Suka Peninsula from the Podgorica-based company Rokšped, committing to the construction of the new hotel. It is anticipated that the 5-star facility will be operational within four years of construction commencement, with investments expected to exceed the initially pledged €15 million.
