According to data from MONSTAT, the average price per square meter of newly built apartments in Montenegro during the first quarter of 2025 was 2,160 euros.
Regional prices varied, with the average price in Podgorica at 2,070 euros. In the coastal region, it was 2,330 euros. The central region recorded an average of 1,050 euros, while the northern region had an average of 1,200 euros.
The average price is strongly affected by the share of apartments classified under solidarity housing construction. A higher share of these units results in a lower overall average price, and a lower share results in a higher average.
In the first quarter, the average price per square meter in corporate-built housing was 2,160 euros, while for solidarity housing it was 674 euros.
Only newly sold apartments, meaning those sold for the first time with signed purchase agreements, were included in the calculation. The report excludes older housing stock and other property types such as commercial buildings or land. It also does not reflect supply and demand on the market but instead reports prices based on finalized transactions.
