Montenegro’s updated draft transport strategy schedules the Budva bypass for completion in 2031 and raises the Smokovac–Tološi estimate to 236 million euros. The changes also clarify the gap between planned transport measures and the funding expected to be available through 2035.

Montenegro has issued more than 34,000 residence and work permits to foreign nationals since the start of the year, while unemployment stood at a record-low 7.47% in August. Seasonal sectors, including tourism and construction, are among those relying on foreign workers.

A direct air service between Skopje and Tivat will begin on 1 May 2027, with flights initially operating twice a week. The countries also plan a business forum in 2027 to foster commercial links and joint investment.

Montenegro’s government adopted information on a proposed IBRD loan of up to 35,000,000 euros for water services and climate adaptation, together with a draft agreement. The decision does not establish that the loan has been signed.
