Hospitality venues fined €20,000 for noise violations in first half of 2025

In the first half of 2025, municipal inspectors in Podgorica issued around €20,000 in fines due to excessive noise in hospitality venues, according to Miljan Lalović from the Directorate for Inspection Affairs.

From January to June, tourism and hospitality inspectors checked 77 venues for sound limiters and ordered installation in 72 more. Fines were mainly due to the absence or misuse of sound limiters and unauthorized use of electroacoustic equipment after 1 a.m.

Lalović, who is part of the working group drafting a new regulation on venue operating hours, stated that the proposed changes aim to balance the interests of both residents and business owners. Residents mostly demand earlier closing times—by 10 p.m.—while venue owners request extended hours, especially for nightclubs, until 4 or 5 a.m.

The draft regulation is under public consultation until July 21.
