Russian investor seeks approval for luxury villa complex on Košljun hill in Budva

Russian investor Dimitrij Vladimirovič Judin has submitted a request to Montenegro’s Ministry of Spatial Planning seeking approval for the conceptual design of a residential villa complex on a two-hectare plot on Košljun hill, at the entrance to Budva. The planned project includes multi-family villas with hospitality and tourism facilities.

The complex is designed for 24 buildings organized into six typological units across three types: multi-family villas, duplex villas, and single villas. A central multi-purpose building of 515 square meters will house a garage with 96 parking spaces, a restaurant, and a spa center. Villas above the central building will contain four residential units each, while the duplex villas are luxury units with two to six residences depending on the type. The development also includes a pool with a bar.

Urban planning regulations allow up to 27,591 square meters of gross building area and up to six floors, depending on the villa type. The design accounts for the site’s steep topography, with a height difference of approximately 100 meters. Infrastructure plans include roads and garages designed for service and fire-fighting vehicles, and all buildings will be equipped with modern fire safety systems.

Judin acquired the property in March 2022, after it was previously owned by a company linked to former Montenegrin President Milo Đukanović and his business partner, which lost the land due to unpaid debts. The investor has applied multiple times for approval, with previous requests rejected by state architects. Geotechnical and landscape studies have been submitted alongside the current proposal.
