South Korea’s IIAC tops bidding for airport concession ahead of final government decision

The Government of Montenegro may consider the proposal to award a concession for Montenegrin airports at its session on July 17, according to information confirmed to Pobjeda.

The Tender Commission reviewed the submitted bids on July 4 and ranked South Korea’s Incheon International Airport Corporation (IIAC) first with 96.18 points. The Luxembourg-American company Corporación América Airports (CAAP) received 65.18 points.

Following procedure, the Commission will forward the ranking report to the Ministry of Transport, which will then submit it to the Government for a final decision.

In terms of financial offers, IIAC proposed a one-time concession fee of 100 million euros, while CAAP offered 101 million. However, IIAC pledged a 35% annual variable concession fee compared to CAAP’s 17%. For initial investments, CAAP proposed 158 million euros, and IIAC 132 million.

The public opening of the financial bids took place on May 9, with both qualified bidders—IIAC and CAAP—submitting on time.

The concession process was initiated under the government of Duško Marković in 2019, with a plan that included a one-time payment of 100 million euros and 200 million euros in investments over 30 years. Out of seven prequalification applications submitted at the time, four met the criteria, including IIAC, GMR Airports (India), CAAP, and the French-Turkish consortium ADP-TAV.
